So I did this a while back, was my second try at a liquid filled stem. I used 9mm for the inner tube and 31mm for the outer. Filled it with mineral oil and mica powder.

cool. how exactly is the seal done to have the hollow area for the liquid? is it like doing a bub drop stem but almost the opposite?

Its a type of ring seal I keep trying to get you to the East Carolina Scientific Glassblowing Services web page you go to the section on ring seals. And tada they walk you thru it. Its the same seal as this only the inner tube goes all the way to the other end. I also have several old scientific books that give tons of info for making coil condensers and all kinds of cool stuff. You should take the time to fully read at least the free web page with a ton of tips! lorax it will help you

Yeah I thought it looked real hard at first to. I asked someone to show me how to do them but he said they were lame and that he dont like to do them. Anyway I gave it a try and it was actually pretty easy.
What I do first is take my point and pop a tiny hole near where I will eventually attach the can. Then take your point open the end like your putting in a downstem but put it all the way till it stops in the blowtube. Then I melt the inner tube off and condense the end down just a bit. Now I blow open the end , ream it out a little and attach my can.Make your bowl and carb, flatten the bottom and whatever else you want to do.Then condense the stem down around the innertube and open your mouthpiece.
After annealing I fill it with a syringe ( you can get these from a feedstore ) The mix I use is about 90% mineral oil to 10% water. The color comes from mica powder. Heres a little secret so dont tell anyone..lol My wife uses MAC powder makeup. It is primarily made of mica powder and comes in a ton of colors. And it only takes a tiny bit. I think I might have used 1/10 of a teaspoon in this piece and it was too much I think.
So if you can do downstems then you should have no problem figuring this out, Hope that helps.

It show's using a maria tech on the web page. I downloaded the scientific e-book from the 50's I think. None the less it has a buttload of info. Even some info on making torch tips. not cool ones like Bate's made. Just single surfact mix stuff. They did not go into detail about it! But showed a pic of one with the glass center jets looked like a crossfire. Other tips included using rollers for big point pulling and lots of tips on seals. Tons of info If any one else has any old out of print books on e-files hit me up! I love all that info it also had some good sleeve info!

I cannot believe your wife is willing to come up off ANY of her MAC eye pigments. I have many...they are the holy grail of eye makeup.
