I have to make a 1 1/2 inch clear hollow vessle that I put small bits of lattichino and dychro in and then fill it with mineral oil and then completely seal it off! any ideas? i'm stumped.

Just curious, but what's the point of putting mineral oil in it and then sealing it? Why mineral oil?

As far as I understand, if you mean to just put pieces of dichro and latticino inside without actually fusing them to the piece, you could just make a buble on a tube, stretch the tip of the tube and pop a hole and attach a blowtube on the end. Allow to cool and dump dichro and latti pieces in from the large tube side. Hold at an angle so the pieces stay on the handle end and flamecut the piece from the large tube. Shape the bottom without getting any of the pieces inside stuck to it (might be tricky) and then remove your handle and anneal it. After it's cool, use a syringe to inject the mineral oil in from the small hole you left and then heat and seal just the hole and you're done.
