From description it probably can.

http://www.phc-online.com/Oxygen_Tank_Homefill_p/devilbiss-ifill.htm

Only issues may be plumbing oxygen outlet of unit to tank valve. Typically home oxygen units (high pressure) use different methods to connect (medical) oxygen tanks to regulators and fill devices than what is found in "industrial" tank connectors. Some knowledge of "how to" and practices of plumbing high pressure oxygen may be needed to make adaptation.

Note unit may have to run 24/7 to produce enough oxygen if you are heavy user. Documentation says it takes 360 minuets (almost 6 hours) to fill a "E" cylinder (680 liters - 24 cu-ft).

I might get one to toy around with, If I figure out how to convert it I will let you know. Just sold my last oxy con and home fill today to a little old lady who really neaded it the oxy bastards where charging her $400 a month.
