I hooked up a new k tank last night. When I first fired up my torch the pressure was fine. Then I noticed my flame kinda pulsing. I looked at my gauge and it was kinda ticking up and down. Then the pressure started getting lower so I would turn it up on the regulator to get it back up. Worked for only a little while, then with the dial fully up I only got like 5 psi. My regulator was slightly frosted but not bad. Is this due to the cold it was probably 30 out. Or is my regulator going bad. Thank you

temp should not do that. especially 30 degree. if it was 30 below then yeah.
sounds like unit is on its way out.
if it is a high dollar unit, get it rebuilt. otherwiswe it may be time to look for a new one.
are you sure there is nothing that got in the line connection(dirt debris) that could be partially blocking the opening?
do you use teflon tape? sometimes the shit comes off the end of tape and gets in the lines causing issuse too.
