Not sure about the best way, but here's a video showing one way: http://www.youtube.com/watch?v=ASMbyM9tQBI
i made a black/white bullseye by starting with the core color (white for this ex) and then sheathing it in black tubing, pulling down and sheathing that in white tubing, repeat back and forth until you have as many rings as you like. the one i made went to hell when using the chips because it was the first batch of white tubing that had the problems but the tech worked great and i have heard that the white tubing is much better now.
I did some similar to that ^ a while back. I had some jet black tubing that was something like 15x4. Sleeved it around a crayon rod, marvered all the air out then coiled another layer of the same crayon over the top. Pull down and repeat as necessary. One thing to remember is start off small, it can get pretty big pretty fast once you get to the 2nd and 3rd layers.

I made my first one today
Black core then coiled clear then coiled white then clear then black and the last layer was clear then I pulled and it came out much better than I expected. That YouTube video helped alot

Bullseye dagwood sandwich worked out really well....even got a few moons and the sun and moon milliz....I think that's good luck...made on .5 inch rod....next time I'll try 1 inch rod...you know what a dagwood sandwich is...with bacon, lettuce, tomato, cheese, the works....you could probably get rainbow if ya stack it right...

pick a center color and coat with another color and repeat for as many layers as you like. A good trick is to marver while in the flame to burn in each layer, this helps burn it in evenly. Check out this "Puffin' " I made with murrine eyes

Not sure which methods saves the most gas...I will try it that way tomorrow...white center...black stringers over top...melt twisty smooth...then white stringers..melt twisty smooth..then black stringer...etc But I get this feeling imploding a dagwood sandwich is quicker if ya got the heat...I noticed the last color to get stacked is in the center...This method can also lead to many different artistic avenues...
I just realized I've been spelling tomorrow as tomarro...lol

i think he means bullseye pattern....but with borosilicate glass. GA, for one, sells certain colors in fat rods.
