This kind of a machine is called a "lathe" ... in theory both chucks turn synchronously to avoid twisting the glass and inline to avoid putting a kick into the tube you're working on.
Jokes aside, if it does both of the above, it works. Boepple is a German company ... or was ... from memory, I think it got absorbed by Herbert Arnold. Boepple dealt in quality tools and machinery. Unless this lathe has been abused and it's out of whack, it should still work fine. There are threads around here that will tell you how to test if a lathe works as intended.
I've never worked on this model lathe, but generally speaking, a lathe is a lathe is a lathe...

Well you can look at the calipers and see what the bore is yourself.
I have not seen that lathe before but if you haven't bought it yet I will warn you any lathe riding on round bed weighs will not be as solid or true as cast then machined bed weighs. Just something to think about it is kinda what separates the big guys from the rest. This is true for all lathes wood, medal, plastic and glass.
If you did already buy it. I think it looks like a solid machine if it spins true it may last you a lifetime if it doesn't parts will be a bear to find or make. Some things that aren't thought about when buying an oddball machine are consumables such as chain tensioners, chains, bearings and such. Anyway give a spin and let us know what ya find. Good luck!

B & C (Boepple) is a German manufacturer, they then torch machines etc for the glassblower built, they are comparable to Arnold from Germany and are very very good.
I have a B & C Zenit sell burner in natural gas, if you are interested PM
