I feel your pain on the cost of color in Australia. After shipping china color or shorts from the US, they will cost $40-50 per pound.

I would suggest mixing down cadmium colors with clear for some cheap color to practice with.
Nothing beats watered down cads at $8/pound.

I have 1 pound of Momka shorts and some Northstar Cadmium colors as well as some cheap china green and teal rod. I'll PM you a price.

It's torture here!!! I'm on all these forums and facebook groups and see so many amazing pieces with the incredible colour but u think i can source any from here? Lol not to mention trying to buying tools and accesories!! I've never tried that is there a reason u use cadmium colors specifically? You can mix down any color with clear, it just works better with opaque and highly saturated colors like cads. Drill mixing is fast and saves your hands.
